Preamble The Government of the State of Israel and the Government of the Lebanese Republic, with the full support of the United States under the leadership of President Donald J. Trump, affirm their shared goal of achieving lasting peace and security. Through this trilateral framework and future agreements, the two countries declare their aspiration to end the conflict between them, ensure the sovereignty and security of both states, and establish peaceful neighborly relations.
1. Israel and Lebanon affirm each other's right to exist in peace and their mutual desire to live securely as two sovereign neighboring states. Under this framework, they declare their intention to permanently end the conflict between them, address its root causes, and formally terminate any existing state of war. The framework, reached after several rounds of direct negotiations, builds on previous successful agreements and understandings and reflects an irreversible commitment to resolving all outstanding issues through direct bilateral negotiations with U.S. mediation and support.
2. Israel and Lebanon commit to a reciprocal, phased process under clearly defined conditions. The Lebanese Armed Forces will restore effective state authority throughout Lebanon after the verified disarmament of non-state armed groups and the dismantling of their infrastructure, allowing the Israel Defense Forces to gradually redeploy out of Lebanese territory. Details will be contained in a U.S.-supported security annex establishing security arrangements, verification mechanisms, and implementation measures. Successful implementation is intended to pave the way for a stable and peaceful relationship.
3. Under the security annex, the Lebanese Armed Forces will gradually assume full and effective security responsibility in designated pilot areas. These areas will serve as the mechanism for the phased and verified redeployment of Israeli forces and the deployment of the Lebanese Armed Forces. Two initial pilot areas have already been agreed upon, with additional areas to be selected by mutual consent. Once non-state armed groups are successfully disarmed and their infrastructure dismantled in these areas, the Lebanese Armed Forces will assume exclusive security responsibility, internationally supported reconstruction will begin, and Lebanese civilians will be able to return safely. The United States intends to work closely with both countries to verify and support this process.
4. Lebanon reaffirms its firm and irreversible commitment to restoring and exercising full sovereignty over all of its territory. The Lebanese government will rebuild the state's monopoly on the use of force, achieve the complete and verified disarmament of all non-state armed groups, ensure they have no military or security role, and eliminate their armed capabilities anywhere in Lebanon. Lebanon requests international support, particularly from Arab partners, under U.S. leadership.
5. Israel emphasizes that its military operations in Lebanon are solely a response to attacks, threats, and hostile intentions from non-state armed groups, particularly Hezbollah. Israel states that eliminating this threat through disarmament and dismantlement of those groups, together with additional agreed security arrangements, will remove any future need for Israeli military operations or military presence in Lebanon. Israel further declares that it has no territorial claims in Lebanon.
6. Lebanon affirms, consistent with the UN Charter and its sovereign authority, that its security forces bear exclusive responsibility for Lebanon's security and defense and that only the Lebanese government has the sovereign authority to decide questions of war and peace. Lebanon rejects any claim by any state or non-state actor to use force on its behalf without explicit authorization and reiterates that such claims are illegal under Lebanese government decisions and contrary to Lebanon's national interests.
7. Lebanon and Israel affirm that nothing in this framework limits their inherent right of self-defense under the UN Charter and applicable international law, while emphasizing that no third party may exercise that right on their behalf. Both governments also commit to establishing a military coordination group, with U.S. support and participation, to oversee implementation.
8. Both countries share the objective of a secure and rebuilt Lebanon under the full sovereignty of the Lebanese state, where no non-state armed group poses a threat to Israel, Lebanon, or either country's citizens. They recognize that restoring security in southern Lebanon through deployment of the Lebanese Armed Forces, enabling the safe return of civilians, and ensuring the security of northern Israeli communities are essential to long-term stability and peace.
9. Lebanon commits to a strict performance-based program enabling the Lebanese Armed Forces to establish full military and security control throughout Lebanon, implement the disarmament of all non-state armed groups, and exercise effective authority nationwide. The United States welcomes the opportunity to support these efforts, while making clear that future U.S. assistance will be strictly conditioned on verified milestones, transparency, measurable results, and ongoing oversight.
10. Separately and simultaneously, the United States will mobilize international partners to help Lebanon rebuild infrastructure, restore the economy, and create opportunities for prosperity. This is expected to include substantial reconstruction and humanitarian assistance, economic recovery programs, and investment initiatives.
11. Lebanon and the United States commit to preventing the flow of funds to any entity, organization, or individual linked to non-state armed groups and to taking available legal measures to prohibit their activities. Lebanon also explicitly commits to ensuring that reconstruction funds do not reach such groups or their affiliated entities.
12. Upon signing this framework, the parties will establish working groups to draft a comprehensive peace and security agreement. They will also immediately establish complementary channels of continuous direct communication, facilitated by the United States. Both governments commit to negotiating in good faith until a full and lasting peace is achieved.
13. In line with their shared objective of stable and peaceful relations, Israel and Lebanon commit to taking confidence-building measures that reflect positive intent. These include ending all hostile or negative actions in international political and legal forums, working to locate and return human remains, and securing the release of detainees.
14. Both governments acknowledge the role of the United States in supporting their efforts to end decades of conflict and establish lasting stability and comprehensive peace. They express deep appreciation for the vision and leadership of President Donald J. Trump.
